Dr. Troutman graduated from Ohio State University College of Medicine in 1945 from which in 1999 he received the the Lifetime Achievement Award "for distinguished service and achievement in the practice of medicine". He completed his Ophthalmology training in 1950 at The New York Hospital Cornell Medical Center, retiring in 1991 as Clinical Professor Emeritus.
From 1951-1955 he served as Resident Instructor at the Manhattan Eye, Ear and Throat Hospital (MEETH) during which tenure he first adapted and used a Zeiss otologic microscope and began his development of new instrumentation for anterior segment microsurgery.

In 1955 he was appointed Professor and Head of Ophthalmology at the State University of New York Health Science Center (SUNY HSCB) and continued his pioneering work in ophthalmic microsurgery. In 1957, he invited Dr. Joaquin Barraquer to SUNY to demonstrate his own unique microsurgical techniques and instrumentation. As a result they began to work closely together in this promising new surgical modality, enjoying the invaluable collaboration of Dr. Benjamin Boyd of Panama in whose newly established Highlights of Ophthalmology this and other groundbreaking advances in the ophthalmic subspecialties were being published.
In 1962 he designed and developed the first motorized, remotely controlled, zoom magnification microscope for ophthalmic surgery from which future surgical microscopes for all specialties would be derived In 1966, with Gunter Mackensen and Heinrich Harms from Tubingen, Germany, he founded the International Ophthalmic Microsurgery Study Group (IOMSG) with 30 international microsurgeons and instrument manufacturers to further the development and dissemination of microsurgical techniques and instrumentation.
In 1967 Dr. Troutman was the first ophthalmologist to perform refractive microsurgery for correction of corneal astigmatism after penetrating keratoplasty. In 1968 helped found the Castroviejo Society (now Cornea Society) and was its president (1970-2). In 1977 Dr. Troutman and fellow Dr. Casimir Swinger were the first ophthalmologists to perform and publish Dr. José Barraquer's refractive microsurgery techniques in North America. In 1980, with Drs. Barraquer, Swinger and Friedlander, he founded of the International Society for Refractive Surgery (now ISRS/AAO) of which he was president (1982-1984). He has personally trained 21 fellows in Corneal and Refractive Microsurgery as well as more than 200 residents and fellows at SUNY HSCB and MEETH. Following appointment as Professor Emeritus from SUNY HSCB in 1983 he continued his practice in Corneal and Refractive Microsurgery at MEETH retiring in 1991 as Surgeon Director Emeritus.
Dr. Troutman has authored or co-authored 9 books and more than 150 scientific articles and book chapters and has given more than 500 (10 named) lectures and courses in the USA and abroad.. Dr. Troutman is a member of numerous national and international societies among them the American Ophthalmological Society (AOS) in 1962. He and his wife Suzanne Véronneau-Troutman MD FRCS(C) FACS became the first AOS couple when she was elected to membership in 1978, the eighth woman to be elected since the founding of the AOS in 1864. · October 22, 2000 he received the Lifetime Achievement Award of the American Academy of Ophthalmology established in 1998. · May 23rd 2002 the State University of New York awarded him the Honorary Degree of Doctor of Science (DSc) by for his pioneering work in Microsurgery of the Eye. · On October 20th, 2002, the SUNY HSCB established the Richard C, Troutman MD DSc (Hon) Distinguished Chair in Ophthalmology and Ophthalmic Microsurgery. · October 12, 2004 SUNY HSCB dedicated the Richard C.
